In contemporary sociology the once prominent study of public opinion has virtually disappeared. None of the leading theoretical models in the closest disciplinary subfield (political sociology) currently provide ample or sufficiently clear space for consideration of public opinion as a possible factor in shaping or interacting with key policy or political outcomes in democratic polities. In this article, we unearth and document the sources of this curious development and raise questions about its implications for how political sociologists have come to understand policy making, state formation, and political conflict. We begin by reconstructing the dismissal of public opinion in the intellectual reorientation of political sociology from the late 1970s onward. We argue that the most influential scholarly works of this period (including those of Tilly, Skocpol, Mann, Esping-Andersen, and Domhoff) face an underlying paradox: While often rejecting public opinion, their theoretical logics ultimately presuppose its operation. These now classical writings did not move toward research programs seeking engagement with the operation and formation of public opinion, even though our immanent critique suggests they in fact require precisely this turn. We address the challenge of reconceptualizing how public opinion might be productively integrated into the sociological study of politics by demonstrating that the major arguments in the subfield can be fruitfully extended by grappling with public opinion. We conclude by considering several recent, interdisciplinary examples of scholarship that, we argue, point the way toward a fruitful revitalization.

Can feminists count on welfare states-or at least some aspects of these complex systems-as resources in the struggle for gender equality ? Gender analysts of ``welfare states'' investigate this question and the broader set of issues around the mutually constitutive relationship between systems of social provision and regulation and gender. Feminist scholars have moved to bring the contingent practice of politics back into grounded fields of action and social change and away from the reification and abstractions that had come to dominate models of politics focused on ``big'' structures and systems, including those focused on ``welfare states.'' Conceptual innovations and reconceptualizations of foundational terms have been especially prominent in the comparative scholarship on welfare states, starting with gender, and including care, autonomy, citizenship, (in)dependence, political agency, and equality. In contrast to other subfields of political science and sociology, gendered insights have to some extent been incorporated into mainstream comparative scholarship on welfare states. The arguments between feminists and mainstream scholars over the course of the last two decades have been productive, powering the development of key themes and concepts pioneered by gender scholars, including ``defamilialization,'' the significance of unpaid care work in families and the difficulties of work-family ``reconciliation,'' gendered welfare state institutions, the relation between fertility and women's employment, and the partisan correlates of different family and gender policy models. Yet the mainstream still resists the deeper implications of feminist work, and has difficulties assimilating concepts of care, gendered power, dependency, and interdependency. Thus, the agenda of gendering comparative welfare state studies remains unfinished. To develop an understanding of what might be needed to finish that agenda, I assess the gendered contributions to the analysis of modern systems of social provision, starting with the concept of gender itself, then moving to studies of the gendered division of labor (including care) and of gendered political power.

Until 1996, poor single mothers in the United States could claim welfare benefits for themselves and their children under the Aid to Families with Dependent Children (AFDC) program if they had no other source of income. With the 1996 passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA), paid work and work-related activities became a mandatory condition for receiving aid. At the same time, the law promotes marriage as a route out of poverty. Using a feminist reinterpretation of Althusser's concept of interpellation, I turn to Job Clubs, mandatory week-long workshops that teach job search skills, to analyze the citizen-subject generated by front-line representatives of the state in the context of this new legislation. Based on participant-observation, I conclude that while PRWORA ostensibly promotes both marriage and paid employment, Job Club trainers enforced a masculine worker-citizen subject through the deployment of three discursive strategies. These discursive strategies 1) promoted paid work over welfare-receipt as both a pragmatic and moral choice, 2) posited an individual-psychological account of women's welfare receipt, and 3) portrayed parenting skills as marketable skills. In the conclusion, I speculate that current welfare reform efforts require the generation of a self-reproducing worker-citizen and that workshops like Job Club become a site in which the existence of this autonomous citizen is affirmed.

Between 1909 and 1941, the Russell Sage Foundation (RSF) was actively involved in crafting and lobbying for policy solutions to the pervasive problem of predatory lending. Using a rich assortment of archival records, I build upon political learning theory by demonstrating how institutional conditions and political pressures - in addition to new knowledge gained through scientific study and practical experience - all contributed to the emergence and development of RSF experts' policy ideas over the course of this 30-year period. In light of these findings, I suggest that policy ideas and political interests are mutually constitutive, and that the notion that ideas must be shown to operate independent of interests in order to ``prove'' that they matter in policymaking is misguided. Furthermore, I discuss the implications of the remarkable success of RSF's policy proposals for current understandings of institutional change. In particular, I argue that the passage of RSF's controversial Uniform Small Loan Law in 34 states suggests that political actors' collective agency can produce significant policy reforms in a context of normal policymaking without the intervention of major destabilizing events.

This article joins the debate over institutional change with two propositions. First, all institutions are syncretic, that is, they are composed of an indeterminate number of features, which are decomposable and recombinable in unpredictable ways. Second, action within institutions is always potentially creative, that is, actors draw on a wide variety of cultural and institutional resources to create novel combinations. We call this approach to institutions creative syncretism. This article is in three parts. The first shows how existing accounts of institutional change, which are rooted in structuralism, produce excess complexity and render the most important sources and results of change invisible. We argue that in order to ground the theory of creative syncretism we need a more phenomenological approach, which explains how people live institutional rules. We find that grounding in John Dewey's pragmatist theory of habit. The second part of the article explains Dewey and shows how the theory of habit can ground an experiential account of institutional rules. The third part presents a field guide to creative syncretism. It uses an experiential approach to provide novel insights on three problems that have occupied institutionalist research: periodization in American political development, convergence among advanced capitalist democracies, and institutional change in developing countries.

The American Legion was one of the most politically consequential organizations in the twentieth-century United States. It was a local bedrock of anti-communism in two post-war red scares and throughout the cold war. It also built a lavish and cross-nationally unique welfare state for American veterans. In this article, I examine the origins of the American Legion and demonstrate that it was organized by rentier capitalists acting in their intraclass and interclass interests. Most importantly, the Legion was an organization that fought the ``battle over class'' by denying the importance of class as a social concept and proposing ``Americanism'' as an alternative. I also argue that the Legion's extreme anti-communism combined with its dedication to welfare provision for American veterans altered the course of American welfare state development.

This article attempts to resolve a contradiction noted by Charles Tilly between my earlier writings on education and later writings on the welfare state. The earlier work on education was critical of governments' role in constructing bureaucratic school systems that reinforced inequality; the later work on the welfare state argued for the extension of government social provision. This article shows how the contradiction poses a false dichotomy. It then uses history to show how assessments of governments' role reflect the political context in which they are written but rest on consistent values and priorities. The article emphasizes, as well, the absence of a counter narrative to the political right's assertion of government policy failure; the truncated and inappropriate use of ``state'' in much writing on public policies; and the need for historians of policy to develop means of assessing the success or failure of government policies and programs.

In many Third Wave democracies large classes of people experience diminished forms of citizenship. The systematic exclusion from mandated public goods and services significantly injures the citizenship and life chances of entire social groups. In democratic theory civil associations have a fundamental role to play in reversing this reality. One strand of theory, known as civic engagement, suggests that associations empower their members to engage in public politics, hold state officials to account, claim public services, and thereby improve the quality of democracy. Empirical demonstration of the argument is surprisingly rare, however, and limited to affluent democracies. In this article, we use original survey data for two large cities in Third Wave democracies-So Paulo and Mexico City-to explore this argument in a novel way. We focus on the extent to which participation in associations (or associationalism) increases ``active citizenship''aEuro''the effort to negotiate directly with state agents access to goods and services legally mandated for public provision, such as healthcare, sanitation, and security-rather than civic engagement, which encompasses any voluntary and public spirited activity. We examine separately associationalism's impact on the quality of citizenship, a dimension that varies independently from the level of active citizenship, by assessing differences in the types of citizenship practices individuals use to obtain access to vital goods and services. To interpret the findings, and identify possible causal pathways, the paper moves back-and-forth between two major research traditions that are rarely brought into dialogue: civic engagement and comparative historical studies of democratization.

The theoretical tools bequeathed to us by classical and revival pragmatism offer the potential for informing robust empirical work in sociology. But this potential has yet to be adequately demonstrated. There are a number of strands of pragmatism; this article draws primarily upon Dewey's theory of action to examine Hull-House in its early years. Of particular interest are the practices of Jane Addams and other Hull-House residents. What were they doing to help people and why? An attempt to answer these questions in non-teleological terms forms the empirical basis of the article. This article should provide some support to those historical sociologists who might consider (or already are) taking a pragmatist turn in their work. And, it should strengthen the empirical foundations of pragmatism as an alternative (non-teleological) way to understand social action.

This article explains the political origins of an 1839 law regulating the factory employment of children in Prussia. The article has two aims. First, it seeks to explain why Prussia adopted the particular law that it did. Existing historical explanations of this particular policy change are not correct, largely because they fail to take into account the actual motivations and intentions of key reformers. Second, the article contributes to theories of the role of ideas in public policymaking. Ideas interact with institutional and political factors to serve as motivators and as resources for policy change. As motivators, they drive political action and shape the content of policy programs; as resources, they enable political actors to recruit supporters and forge alliances. I offer a theory of the relationship between ideas, motivation, and political action, and I develop a methodological framework for assessing the reliability of political actors' expressed motivations. Further, I explain how political actors use ideas as resources by deploying three specific ideational strategies: framing, borrowing, and citing. By tracing how different understandings of the child labor problem motivated and were embodied in two competing child labor policy proposals, I show how the ideas underlying reform had significant consequences for policy outcomes.
