Under the influence of groundbreaking work by John Meyer and Brian Bowen, as well as Paul DiMaggio and Walter Powell, over the last 30 years research in the new sociological institutionalism has focused on processes of isomorphism. I argue that this is a one-sided focus that leaves out many insights from other institutional and macrosociological approaches and does not do justice to actual social change because it overlooks the role played by divergent institutional development. While the suggestion of divergent trends is not new, there have been Jew attempts to integrate divergence into the theoretical premises of the new sociological institutionalism. Based on the typology proposed by DiMaggio and Powell, I show that the mechanisms identified by them as sources of isomorphic change can support processes of divergent change as well. The theoretical challenge is to identify conditions under which these mechanisms push institutional change toward homogenization or divergence.

Institutional differentiation has been one of the central concerns of sociology since the days of Auguste Comte. However, the overarching tendency among institutionalists such as Durkheim or Spencer has been to treat the process of differentiation from a macro, ``outside in'' perspective. Missing from this analysis is how institutional differentiation occurs from the ``inside out,'' or through the efforts and struggles of individual and corporate actors. Despite the recent efforts of the ``new institutionalism'' to fill in this gap, a closer look at the literature will uncover the fact that (1) it has tended to conflate macro-level institutions and meso-level organizations and (2) this has led to a taken for granted approach to institutional dynamics. This article seeks to develop a general theory of institutional autonomy; autonomy is a function of the degree to which specialized corporate units are structurally and symbolically independent of other corporate units. It is argued herein that the process by which these ``institutional entrepreneurs'' become independent can explain how institutions become differentiated from the ``inside out.'' Moreover, this article offers five dimensions that can be operationalized, measuring the degree to which institutions are autonomous.

Despite the importance of mass media to deliberative democratic processes, few scholars have focused on how market forces, occupational norms, and competition among outlets affect the quality of media discourse in mainstream and political outlets. Here, I argue that field theory, as outlined by new institutionalism and Pierre Bourdieu, provides a useful theoretical framework for assessing the quality of media discourse in different kinds of media outlets. The value of field theory is that it simultaneously highlights the importance of homogeneity and heterogeneity within a field of action, which provides a framework for discussing the roles different kinds of outlets play in deliberate democratic processes and evaluating the quality of discourse in mainstream and political venues. I illustrate the utility of this conceptualization through an analysis of 1,424 stories on abortion in nine U.S. media outlets and interviews with journalists, editors, and producers in these venues. I find that political media outlets provide higher-quality discourse than that of mainstream venues. Additionally, I find that while market pressures may heighten a focus on conflict in the abortion debate, this emphasis is exacerbated by mainstream journalists themselves, who assume that the general public is familiar with, and has taken a firm position on, abortion. I conclude by discussing the implications of these findings for deliberative democratic processes.

Institutional theory rests on a rejection of reductionism. Instead of reducing higher-order phenomena to aggregates of behavior, institutional theory reverses this causal imagery. It attributes the behavior of organizations and nation-states to contextual factors, notably organizational fields, national institutional systems, or the emerging global polity, Institutionalists, particularly within sociology, also emphasize specifically cultural mechanisms for these higher-order effects. This article develops the methodological foundations for these claims. It surveys and elaborates research designs for documenting higher-order effects and for differentiating the cultural mechanisms of institutional influence. It also presents new strategies for assessing multiple logics and the coherence of institutional orders, moving beyond adoption and diffusion studies to analyze the dynamic and contested processes of institutionalization and institutional change.

With the recent wave of corporate scandals, organizational culture has regained relevance in politics and the media, However, to acquire enduring utility, the concept needs an overhaul to overcome the weaknesses of earlier approaches. As such, this paper reconceptualizes organizational culture as a negotiated order (Strauss 1978) that emerges through interactions between participants, an order influenced by those with the symbolic power to define the situation. I stress the complementary contributions of theorists of,practice (Bourdieu and Swidler) and theorists of interaction (Goffman and Strauss), building upward from practice into interaction, symbolic power, and the negotiated order. Using data from initial reports on the fall of Arthur Andersen and Co., I compare this symbolic power approach to other approaches (culture as subjective beliefs and values or as context/public meaning). The symbolic power model has five virtues: an empirically observable object of study; the capacity to explain conflict and integration; the ability to explain stability and change; causal efficacy; and links between the micro-, meso-, and macrolevels of analysis. Though this paper focuses on organizational culture, the symbolic power model provides theoretical leverage for understanding many situated contexts.

The problem of the relationship between actors and the social structures in which they are embedded is central to sociological theory. This paper suggests that the ``new institutionalist ``focus on fields, domains, or games provides an alternative view of how to think about this problem by focusing on the construction of loca( orders. This paper criticizes the conception of actors in both rational choice and sociological versions of these theories. A more sociological view of action, what is called ``social skill,'' is developed. The idea of social skill originates in symbolic interactionism and is defined as the ability to induct cooperation in others. This idea is elaborated to suggest how actors are important to the construction and reproduction of local orders. I show how, its elements already inform existing work. Finally I show how the idea can sensitize scholars to the role of actors in empirical work.

Much social theory takes for gr anted the core conceit of modern culture, chat modern actors-individuals, organizations, nation states-are authochthonous and natural entities, no longer really embedded ill culture. Accordingly while there is much abstract metatheory about ``actors `` and their ``agency, `` there is arguably little theory about the topic. This article offers direct arguments about how the modern (European, now global) cultural system constructs the modern actor as an authorized agent for various interests via an ongoing relocation into society of agency originally located in transcendental authority or in natural forces environing the social system. We see this authorized agentic capability as an essential feature of what modern theory and culture call an ``actor,'' and one that, when analyzed, helps greatly in explaining a number of otherwise anomalous ol little analyzed features of modern individuals, organizations, and slates. These features include their isomorphism and standardization, their internal decoupling, their extraordinarily complex structuration, and their capacity for prolific collective action.

Social scientists increasingly claim that work structures based on the mass production or ``Fordist'' paradigm have grown obsolete, giving way to a more flexible, ``post-Fordist'' structure of work. these claims have been much disputed, however, giving rise to a sharply polarized debate over the outcome of workplace restructuring. I seek to reorient the debate by subjecting the post-Fordist approach to theoretical and empirical critique. Several theoretical weaknesses internal to the post-Fordist approach are identified, including its uncertain handling of ``power'' and ``efficiency'' as factors that shape work organizations; its failure to acknowledge multiple responses to the crisis of Fordism, several of,which seem at odds with the post-Fordist paradigm; and its tendency to neglect the resurgence of economic dualism and disparity within organizations and industries. Review of the empirical literature suggests that, despite scattered support for the post-Fordist approach, important anomalies exist (such as the growing authority of ``mental'' over manual labor) that post-Fordism seems powerless to explain. In spite of its ample contributions, post-Fordist theory provides a seriously distorted guide to the nature of workplace change in the United States. Two alternative perspectives toward the restructuring of work organizations are sketched-neoinstitutionalist and ``flexible accumulation'' models-which seem likely to inspire more fruitful lines of research bn the disparate patterns currently unfolding within American work organizations.

This article argues for reconfiguring the study of identity formation through the concept of narrative. It is motivated by two recent but seemingly unrelated developments in social theory and society. One is the emergence of a wide-spread `'identity politics'' and a concomitant scholarly focus on the `'social construction of identity.'' The other is the reconfigured approach to the concept of narrative that researchers from many disciplines have been formulating in recent years. Both are important developments not to be overlooked by social scientists and social theorists; both, however, have problems and limitations as they now stand. I argue in this article that the limitations of each potentially can be overcome by bringing the two thematics together. The key concept I propose to achieve this reconfiguration is that of narrative identity.

Grounding his position in Max Weber's work, Swedberg advocates a type of economic sociology that not only focuses on social relations but also considers culture and interests, arguing that it is interests that drive action but that they are shaped by culture and enacted through social relations. We conclude our analysis with a consideration of the practical and empirical implications of this new approach for the study of economic life.

Governments around the world combat inequality by means of group-specific redistribution. Some pursue redistribution that benefits groups, but also wish to avoid accentuating or even recognizing group distinctions. This poses a dilemma that they try to resolve by adjusting the category system used to target redistribution. There are three types of adjustment: accommodation (the multicultural approach), denial (the ideal-typical liberal solution), and replacement (a compromise). In replacement the targets of redistributive policies are constructed to avoid accentuation or recognition of inconvenient group distinctions, but still allow redistribution that benefits these groups. Replacement is increasingly in demand around the world because the disadvantages of multiculturalism are becoming apparent while denial is hard to sustain in the face of group inequality. The actual effect of replacement is little researched and less understood, however. Does it resolve the dilemma of recognition? Two examples-India and Nigeria-where replacement has been tried ever since the 1950s cast doubt on its viability.

This article explores a promising theoretical approach for reassessing the relationship between inequality and economic growth. The article draws some insights from the influential inverted U-curve hypothesis originally advanced by Simon Kuznets, but drastically recasts the original arguments by shifting two fundamental premises. First, retaining Kuznets's emphasis on the importance of economic growth in generating demographic transitions between existing and new distributional arrays, we argue that a ``constant drive toward inequality'' results after replacing a Schumpeterian notion of ``creative destruction'' for the dualistic assumptions in Kuznets's model. Second, while Kuznets devoted considerable attention to the impact of institutions on distributional outcomes, we argue that institutions should be understood as relational and global mechanisms of regulation, operating within countries while simultaneously shaping interactions and flows between nations. The article argues that economic growth, unfolding through institutions embedded in time and space, produces a constant drive towards inequality that results in a multiple and overlapping matrix of distributional arrays, an overall income distribution (e.g., within and between countries) that is both systemic and historical.

This article raises the question of whether it is possible to have not only an economic concept of interest but also a sociological one, and, if so, what such a concept would be like. By way of an answer, the history of how sociologists have tried to use the concept of interest in their analyses is traced, starting with Gustav Ratzenhofer in the 1890s and ending with Pierre Bourdieu and John Meyer today. This focus on what sociologists have to say about interest represents a novelty as the conventional histories of this concept pass over the contribution by sociologists in total silence. The various attempts by sociologists to use the concept of interest are divided into two main categories: when interest is seen as the driving force in social life, and when interest is seen as a major force in social life, together with other factors. I also discuss the argument by some sociologists that interest is of little or no importance in social life. The different strategies for how to handle the concept of interest in a sociological analysis are discussed in the concluding remarks, where it is argued (following Weber and Bourdieu) that interests can usefully be understood to play an important role in social life, but together with other factors.

Price is a central analytic concept in both neoclassical and old institutional economics. Combining the social network perspective with old and new institutionalist approaches to price formation, this article examines technological, economic, institutional, and political factors that shaped the earliest pricing systems for electricity used in the United States, between 1882 and 1910. We show that certain characteristics of electricity supply led to ambiguities in how the product should be priced, which created a politics of pricing among electricity producers. In particular, we investigate why the ``Wright system,'' arguably inferior in productive efficiency to other alternatives, was widely adopted by 1900. We argue that this outcome resulted in part from the political and organizational clout of its supporters, as well as from their particular conceptions of the boundaries and future of the industry itself. The Wright system best suited the ``growth dynamic'' strategy promoted by the managers of large central stations in their fierce competition with smaller and more decentralized installations. Thus, even in this apparently highly technical and mainly economic issue of how to price the product, there was ample room for social construction and political manipulation. The outcome reached was by no means inevitable and had a highly significant impact on the shape of the American industrial infrastructure.

Other lines of argument emphasize the extent to which the Modern system creates and relies on an integrated knowledge system, but most of the literature stresses functional differentiation and putative threats to the university. And yet over this period the university has flourished. In our view, this seeming paradox is explained by the fact that modern society rests as much on universalistic cosmological bases as it does on differentiation. The university expands over recent centuries because - as it has from its religious origins - it casts cultural and human materials in universalistic terms. Our view helps explain empirical phenomena that confound standard accounts: the university's extraordinary expansion and global diffusion, its curricular and structural isomorphism, and its relatively unified structure. All of this holds increasingly true after World War II, as national state societies made up of citizens are increasingly embedded in a world society constituted of empowered individuals. The redefinition of society in global and individual terms reduces nationally bounded models of nature and culture, extends the pool of university beneficiaries and investigators, and empowers the human persons who are understood to root it all. The changes intensify universalization and the university's rate of worldwide growth. For the university's knowledge and ``knowers,'' and for the pedagogy that joins them together, the implications are many. The emerging societal context intensifies longstanding processes of cultural rationalization and ontological elaboration, yielding great expansions in what can and should be known, and in who can and should know. The recent ``inhabited institutions'' research stream in organizational theory reinvigorates new institutionalism by arguing that organizations are not merely the instantiation of environmental, institutional logics ``out there,'' where organizational actors seamlessly enact preconscious scripts, but are places where people and groups make sense of, and interpret, institutional vocabularies of motive. This article advances the inhabited institutions approach through an inductive case study of a transitional housing organization called Parents Community. This organization, like other supportive direct service organizations, exists in an external environment relying increasingly on federal funding. Most scholars studying this sector argue that as federal monies expand to pay for these organizations' services, non-profit organizations will be forced to become ever more bureaucratic and rationalized. However, I find that three key service departments at Parents Community respond in multiple ways to this external environment, depending on each department members' creative uses of institutional logics and local meanings, which emerge from their professional commitments, personal interests, and interactional, on-the-ground decision making. By looking carefully at these three departments' variable responses to the external environment, we have a better map for seeing how human agency is integrated into organizational dynamics for this and other organizations.

American organizational theorists have not taken up the call to apply Bourdieu's approach in all of its richness in part because, for better or worse, evidentiary traditions render untenable the kind of sweeping analysis that makes Bourdieu's classics compelling. Yet many of the insights found in Bourdieu are being pursued piecemeal, in distinct paradigmatic projects that explore the character of fields, the emergence of organizational habitus, and the changing forms of capital that are key to the control of modern organizations. A number of these programs build on the same sociological classics that Bourdieu built his own theory on. These share the same lineage, even if they were not directly influenced by Bourdieu.

Although a central construct for sociologists, the concept of institution continues to elude clear and full specification. One reason for this lack of clarity is that about 50 years ago empirical researchers in the field of sociology turned their gaze downward, away from macro-sociological constructs in order to focus their attention on middle-range empirical projects. It took almost 20 years for the concept of the institution to work its back onto the empirical research agenda of mainstream sociologists. The new institutional project in organizational sociology led the way. Since then, scholars in this tradition have achieved a great deal but there is still much more to accomplish. Here, future directions for research are considered by reviewing how the concept of the institution has come to be treated by mainstream philosophers, sociologists of science and technology studies, and social network theorists.

In this article I develop a proposal for the theoretical vantage point of the sociology of markets, focusing on the problem of the social order of markets. The initial premise is that markets are highly demanding arenas of social interaction, which can only operate if three inevitable coordination problems are resolved. I define these coordination problems as the value problem, the problem of competition and the cooperation problem. I argue that these problems can only be resolved based on stable reciprocal expectations on the part of market actors, which have their basis in the socio-structural, institutional and cultural embedding of markets. The sociology of markets aims to investigate how market action is structured by these macrostructures and to examine their dynamic processes of change. While the focus of economic sociology has been primarily on the stability of markets and the reproduction of firms, the conceptualization developed here brings change and profit motives more forcefully into the analysis. It also differs from the focus of the new economic sociology on the supply side of markets, by emphasizing the role of demand for the order of markets, especially in the discussion of the problems of valuation and cooperation.

Fuchs, Frieda. 2010. "Historical Legacies, Institutional Change, and Policy Leadership: the Case of Alexandre Millerand and the French Factory Inspectorate." Theory and Society. 39:1 69-107. Link
Focusing on Alexandre Millerand's reform of the French factory inspectorate, this article highlights the dilemmas of mezzo-level administrative leadership and policy reform in states that have strong administrative capacity, but low public trust and weak associational life. Building on the insights of theories of political and bureaucratic entrepreneurship derived from studies of American political development, the article challenges their taken-for-granted assumptions and comparative applicability, and demonstrates the explanatory potential of the older sociological institutionalism exemplified in the work of Philip Selznick. In particular, the article highlights the unintended consequences of the formal and informal cooptation of targeted social groups for the reputational autonomy of administrative leaders, the (re)definition of institutional mission, and organizational success or failure.

This article draws on ethnographic data from a field leading university licensing office to document and explain a key step in the process of institutionalization, the abstraction of standardized rules and procedures from idiosyncratic efforts to collectively resolve pressing problems. I present and analyze cases where solutions to complicated quandaries become abstract bits of professional knowledge and demonstrate that in some circumstances institutionalized practices can contribute to the flexibility of expert reasoning and decision-making. In this setting, expertise is rationalized in response to institutional tensions between academic and business approaches to deal making and professional tensions between relational and legal approaches to negotiation. Abstraction and formalization contribute both to the convergence and stability of routines and to their improvisational use in professional work. Close attention to these processes in a strategic research setting sheds new light on an interesting tension in sociological theories of the professions while contributing to the development of a micro-level, social constructivist institutional theory.

How did cultural dynamics help bring about the societies we now recognize as modern? This article constructs seven distinct models for how structures of signification and social meaning participated in the transitions to modernity in the West and, in some of the models, across the globe. Our models address: (1) the spread, via imitation, of modern institutions around the world (memetic replication); (2) the construal, by socio-cultural forces and by state organizations, of the modern citizen-subject (social subjectification); (3) the continual search for new meanings to replace traditional religious meaning-systems (compensatory reenchantment); (4) repeated attempts, in modern revolutions, to remake society completely, according to a utopian vision (ideological totalization); (5) the cultural origins and social consequences of scientific and humanistic worldviews (epistemic rift); (6) the gendered politics of state formation (patriarchal supercession); (7) the invention and production of race in the colonial encounter (racial recognition). We explicate the models in reverse chronological order, because in our synthesis, we argue that the original modern break results from a dynamic combination of racial recognition, patriarchal supercession, and epistemic rift; these changes set the stage for the four other processes we theorize. In addition to our synthesis, we also consider, from a more neutral perspective, the kinds of causal arguments upon which these models tend to rely, and thus explicate the analytical undergirding for the application of any of these models to empirical research on transitions to modernity. Throughout the article, we consider how these models might, and might not, mesh with other families of explanation, such as the politico-economic.
